Only a judge may qualify an
expert witness as one who may give testimony in the form of
an opinion or conclusion based on experience, training
or analysis. Other witnesses generally may testify only as
to that which they have seen, felt or heard, etc. Other special rules apply to the
admissibility of expert testimony and to the definition
of an expert witness. As a general guideline; if scientific, technical or other
specialized knowledge will assist in understanding the evidence or
in determining a fact,
a witness qualified as an expert by knowledge, skill,
experience, training or education, may testify in the form of an opinion or otherwise as long as their
testimony is based on facts or scientific method. Each jurisdiction
has
